Colcom was founded by business, professional, and community leaders worldwide. Their vision was to establish a foundation with a global outreach that would become an important part of the international development community. During their first decade of operation, Colcom made grants primarily to organizations involved in worldwide disaster relief efforts. In 1997, Colcom broadened its program focus to deal with more long-term aspects of poverty reduction through economic development and partnerships with local organizations to support short-term and long-term sustainable development projects. Colcom Foundation works with local organizations to allocate grants to specific projects such as vocational and educational training of women, water and sanitation facilities, technical skill training, micro-enterprise development, business development support, infrastructure, and sanitation/toilet construction.

Colcom Foundation grants are open to grant applications from organizations registered as nonprofit in the USA but also accept applications from nonprofits outside the US.
Through their grants, they have supported many organizations, such as the Center for Biological Diversity, which works towards protecting endangered species, and the Sierra Club Foundation, which advocates for clean energy and climate solutions. These grants have helped to advance important causes and support organizations that strive to make a difference.
Colcom Foundation first concentrated its efforts on helping impoverished people through financial contributions to organizations already doing work in these areas. After the foundation saw its effective financial aid, it realized it should get directly involved with these projects to help people in need instead of just sending money.
